Who gave you the idea that a shirt or jacket is a weapon? To me, a martial art is the art of fighting. Many schools or systems use uniforms or insignia to either identify their school or for training purposes. For example, in Tae Kwon Do, short, wide trousers allow for high kicks. Judo employs a thick jacket for ease of training in grappling and throwing.

Naturally, during actual combat, you use whatever opportunity presents itself, since the issue is survival, but this is being street smart, not practicing martial art.
